In a speech made in Warsaw, Poland, Biden criticized President Vladimir Putin and closed his speech by saying: “For God’s sake, this man cannot remain in power.”
Biden then attempted to discusses his comments with reporters at a news conference and it was later revealed that he was reading from notecards entitled “Tough Putin Q&A Talking Points” prepared with the exact answers for him to read. A reporter was able to get a photograph of the the notecards and the photo was posted on Twitter:

Biden’s notecard was an attempt to walk back at least one of the many gaffs he made during his NATO trip last week. The notecard says in part:
- If you weren’t advocating for a regime change, what did you mean? Can you clarify?
• I was expressing the moral outrage I felt toward the actions of this man
• I was not articulating a change in policy.
