The California Policy Center (CPC) is an educational non-profit working for the prosperity of all Californians by eliminating public-sector barriers to freedom.

The California Policy Center, www.calpolicycenter.org, is an educational nonprofit focused on how to improve California’s democracy and economy.

The California Policy Center publishes studies designed to provide quantitative, top-down financial information and analysis of California’s state and local government finances, including reports on total state and local government revenue and expenses, as well as total state and local government debt. Related areas of focus include reports on the solvency of public sector pension plans and public employee total compensation.

The California Public Policy Center also promotes the gathering of reliable and accurate information on the performance and challenges – both financial and operational – facing public education, public safety, government services, and public infrastructure projects. Other areas of focus include campaign finance and the impact of influential participants including corporate interests and public sector unions.

The California Public Policy Center aspires to provide information that will elevate and enlighten the public dialogue on these vital issues, with the goal of helping to foster constructive progress towards more equitable and sustainable management of California’s public institutions.

Will Swaim, President

Will Swaim is president of the California Policy Center. A journalist for nearly three decades, he began by covering international business in 1990. In 1995, the Village Voice and LA Weekly hired him to launch OC Weekly – the first and still only alternative weekly in Orange County. He was more recently editor of Watchdog.org, a national network of state-based investigative reporters, and vice president of journalism at Watchdog’s nonprofit parent, the Washington, D.C.-based Franklin Center for Government & Public Integrity. Will graduated summa cum laude in journalism and with honors in theology from the University of Southern California. He earned an MA in history from UC Irvine where he was a California Regents Fellow. A seventh-generation Californian, Swaim has written extensively about California business, media, politics and religion; is the winner of several print journalism awards and a Southern California Broadcasters Golden Mike award for public affairs commentary. With CPC board member David Bahnsen, he hosts National Review’s weekly Radio Free California Podcast.
