The Why
Election Integrity Network and Who’s Counting with Cleta Mitchell is a project of Conservative Partnership Institute. We are a coalition of conservative leaders, organizations, public officials and citizens dedicated to securing the legality of every American vote. EIN is lead by CPI Senior Legal Fellow for Election Integrity, attorney Cleta Mitchell, a nationally recognized election law attorney, author, scholar and advocate.
CPI is a nonpartisan, nonprofit organization located in Washington, D.C. It was founded in 2017 by former U.S. Senator and CPI Chairman Jim DeMint, and joined this year by former Trump White House Chief of Staff and former U.S. Congressman Mark Meadows, who now serves as CPI Senior Partner.

The Who
Cleta Mitchell is the Senior Legal Fellow at CPI and chairs CPI’s Election Integrity Network. Cleta is an attorney, licensed in Oklahoma and the District of Columbia, who has practiced election, campaign finance, and political law for decades.
Cleta graduated from the University of Oklahoma and the University of Oklahoma College of Law, and serves as the Chairman of the Public Interest Legal Foundation (PILF), which she founded with J. Christian Adams and Hans von Spakovsky. PILF is the only conservative public interest law firm devoted solely to election integrity.
Cleta has served as outside counsel to the NRCC, the NRSC, the National Rifle Association, and dozens of GOP members of the House and Senate, as well as many local and state Republican party committees. In 2020, she served as a volunteer attorney for the Trump legal team in Georgia.
She represents numerous conservative organizations and was one of the key attorneys who fought back against the Obama IRS during the targeting of tea party groups. Cleta also serves as the Chairman of the National Election Protection Task Force for FreedomWorks Inc., established to engage citizens in the grassroots fight for election integrity. Cleta is admitted to practice before many federal district courts and the US Supreme Court.

What Is Election Integrity Network’s Mission?
Making it “Easy to Vote and Hard to Cheat”
- To make the goal of ‘easy to vote and hard to cheat’ a reality in every voting jurisdiction in America.
- To protect the federalist system enshrined in the US Constitution that vests the primary authority for election systems and administration in the states, not the federal government.
- To create a platform through CPI that supports and sustains conservative groups, leaders, public officials and grassroots activists to be engaged permanently in protecting voting rights and the integrity of America’s elections.

What is Election Integrity?
Election “integrity” is a phrase commonly used to identify laws and procedures that safeguard the privacy and security of ballots for all American voters.
Election Integrity ensures the legal right of all Americans to vote in a free and fair election without concerns that their political voice would be diminished by individual or institutional fraud, physical or verbal intimidation, vote trafficking (“harvesting”,) buying of votes, ballot manipulation at election offices, voting by non-citizens, or any political activism that alters, coerces, or negates a citizen’s right to vote.

CPI’s Election Integrity Network is the national hub for communication and action for citizens nationwide who are committed to work to protect our American voting systems.
Our network has created opportunities to develop and share research and information, develop policy proposals and create legal strategies.
