My policies are simple: Government needs to leave us alone!
Government needs to stay out of our businesses, out of our homes, out of our churches, away from our children and away from our guns. We are the most powerful country in the world and the American spirit allowed us to invent the lightbulb which lit the way for the world; the automobile which takes the world to work each day; the airplane which allows us to fly across the oceans and put a man on the moon. American innovation created the smartphone used by millions around the world to stay connected. Let Americans be Americans and we will continue to lead the world in technological advances to advance mankind.

COVID-19
It’s time to get America back on its feet. We cannot allow a virus to stop the most powerful nation in the world.
- End Mandates: Studies have shown lockdowns and masks have done little to halt the spread of the virus. Natural immunity is a time proven remedy for any disease.
- Religious exemption: The current administration thanks our brave men and women who served beside me in combat by kicking them out. Thousands are denied religious exemptions for refusing the vaccine for a virus to which they already have natural immunity when they first contracted the virus. This is wrong and we must restore their honor.
- Accept off-label alternatives: Countries like India and certain African nations have successfully combated COVID-19 through off-label use of drugs approved for other diseases. We must not let pharmaceutical companies and those who benefit from their payoffs to control how medicine has been practiced for decades.

Economy
Homeland Security
Government’s role is to provide for the common defense. Defense of our homeland and way of life should be the Federal Government’s main priority.
- Securing our borders: As a refugee to this country, I respect every family who has done the hard work to come to America legally. Law enforcement at our southern border must be allowed to do their job of protecting Americans while also stopping the inhumane trafficking of vulnerable women and children.
- Backing our law enforcement: Our law enforcement officers are the first and last line of defense. We are a country of laws, and these brave men and women must be allowed to do their jobs in enforcing these laws and protecting our citizens.
National Defense
Before we send brave Soldiers, Sailors, Airmen, Marines and Coast Guardsmen into harm’s way, we must give them the tools to win.
- Developing new technologies: Northern Virginia is the home of defense technology development. Fifteen years of Continuing Resolutions have limited our ability to keep pace with China and Russia in technological innovation. With four years in the Pentagon defining and budgeting for next generation equipment for our Soldiers, Sailors, Airmen, Marines and Coast Guardsmen, I understand the restraints placed on industry when Congress is unable to pass a budget on time.
- Training our military: War is indiscriminate of race, gender or orientation because it is the great equalizer. America has never been attacked when it was strong, but when it was weak. Our military’s sudden focus on social programs takes away from training our Soldiers, Sailors, Airmen, Marines and Coast Guardsmen to be the best trained forces in the world.

Education
Education is the most important weapon in America’s arsenal, allowing the American people to lead the world in technology and innovation.
Educating our children not indoctrinating them: Our children deserve better than what they are getting from the education establishment. We must get back to basics and ensure students are given a strong foundation of reading, writing, arithmetic, history, and civics. To provide our children with a quality education, schools must be open and political agendas removed from the classroom.
School Choice: I will always support parents’ rights to advocate for our children’s education without intimidation. The government does not give us rights as parents; they are our natural rights given to us by God and as such, cannot be removed. An expectation of excellence must be restored in our schools and parents must be given options when their schools do not meet their expectations.
Sanctity Of Life
How is it that bacteria on Mars is considered life, but a viable fetus is not? Every pre-born child is a human being deserving of protection as the most vulnerable members of our society. As the parent of an adopted child, I know there are many wonderful Americans yearning to welcome a child into their home and love them. I have dedicated a lifetime to protect ALL Americans, born or unborn.

Meet Hung Cao
Hung Cao is a retired Navy Captain who served in Special Operations for twenty-five years. He and his wife April are the parents of five beautiful children whom they homeschool. After their thirteenth move across the United States and around the world in the service of our nation, Hung and April made their home in Purcellville, Virginia where they have been active in their community and their church, Cornerstone Chapel for the last five years.
Hung is a refugee from Vietnam and immigrant to the United States. Hung’s family escaped in 1975 shortly before the fall of Saigon. After a brief stay in the United States, his family relocated to West Africa where he was educated in French schools before returning to Annandale, Virginia in 1982. Hung is a proud member of the inaugural graduating class at Thomas Jefferson High School for Science and Technology. Moved by the opportunities afforded to his family, Hung vowed to serve his newly adopted country and was accepted to the United States Naval Academy in Annapolis, Maryland. Upon graduation, he served as a Deep Sea Diver and Explosive Ordnance Disposal (EOD) Officer. As a Navy Diver, he salvaged several plane wreckages including the recovery of John F. Kennedy Jr, Carolyn Bessette Kennedy, and Lauren Bessette. Hung deployed in combat to Iraq, Afghanistan and Somalia serving alongside Special Forces and SEAL Teams.

Hung’s non-combat assignments included balancing the Navy’s $140 Billion budget at the Pentagon, writing Department of Defense policy, working with the FBI’s Joint Terrorism Task Force in San Diego California, establishing a Sheriff’s bomb squad in Monterey, California, and participating in humanitarian and disaster relief in Pakistan. In his private time, Hung has served multiple non-profit organizations and gone on mission trips around the world. He and his family established a 501(c)3 which builds beeping Easter Eggs for children with visual impairments.
Hung returned from his last deployment to Afghanistan in January 2021. As he was retiring from the United States Navy in October, Kabul fell, eerily similar to his native Saigon, leaving hundreds of Americans stranded and abandoning our allies. These events and the issues that are crippling our nation prompted him to run for the U.S. House of Representatives in Virginia’s tenth Congressional District. Washington has forgotten that it works for the American people and needs a clear reminder, as Ronald Reagan said, that “we the people tell the government what to do; it doesn’t tell us”. Hung believes that Virginia needs a Representative who upholds the values of life, liberty, and the pursuit of happiness.
