The Black Conservative Manifesto, 2025

Black conservatives present this manifesto to the Black community and the nation as a blueprint for progress and improvement. 

A Federal Push for School Choice 

For decades, students in marginalized communities have been underserved by schools that fail to provide the foundation necessary for upward mobility. Inadequate educational opportunities for Black and Hispanic students perpetuate cycles of poverty and inequality. The current system, dominated by teachers’ unions and bureaucratic policies, leaves families with little say in how and where their children are educated. This must change.

The solution lies in empowering families with school choice. Charter schools and school voucher programs can offer alternatives to the failing school system. Families, not the government, should decide what is best for their children. 

When black children are not given the tools to succeed in school, their options as adults become bleak. Many are left to face futures marked by low-wage jobs or involvement in crime. Education should be a ladder of opportunity, not a dead end. This disparity is not just a failure of governance; it is a betrayal of the children who depend on public education to unlock their potential.

A federal push for school choice would empower families nationwide, providing the flexibility and resources necessary to escape failing schools. Should national leaders take up this cause, they would spark a revolution in education.

Replace Juneteenth with Emancipation Day 

We believe President Joe Biden signed the Juneteenth National Independence Day Act in June 2021, making June 19 a federal holiday to pander to black people for votes.

Juneteenth, which commemorates the emancipation of enslaved people, is now a federal holiday, but we argue that it shouldn’t be. 

Juneteenth, which marks the announcement of the end of slavery in “Texas”, is a regional event and shouldn’t be elevated to a national holiday. There seems to be a widespread misconception that Juneteenth was the day when black slaves were freed, and this is simply not true. 

Juneteenth is a misrepresentation of the 13th amendment, which prohibited slavery nationwide, and that focus should be on the day the amendment was ratified, not the day enslaved people were freed in Texas. The Emancipation Proclamation and the 13th Amendment to the Constitution are seen by some as more appropriate for national recognition as they represent the nationwide abolition of slavery, rather than a specific event in Texas. 

Emancipation Day, celebrated annually on April 16th in Washington, D.C., commemorates the signing of the DC Compensated Emancipation Act in 1862, which ended slavery in the District of Columbia and freed over 3,000 enslaved individuals. Emancipation Act, signed by President Abraham Lincoln, should be the federal holiday that we all celebrate as Americans with black Americans  to form a more perfect union together 

Juneteenth could be used to diminish the importance of July 4th, the traditional celebration of American independence. While Emancipation Day is a significant event in America’s history as well, it is not a federal holiday & we believe it should replace Juneteenth as a federal holiday. 

Welfare Reform 

Lyndon B. Johnson’s Great Society program, launched in the 1960s, expanded federal welfare programs with the goal of reducing poverty and providing economic security for disadvantaged Americans. Black conservatives argue that these policies had unintended consequences for the Black community, fostering dependency on government assistance rather than economic self-sufficiency. Johnson himself was reported to have made controversial remarks about securing Black votes for the Democratic Party through these programs.   

Over the decades, welfare programs have been criticized for contributing to the decline of the Black nuclear family. Before the expansion of welfare, the percentage of Black children born into two-parent households was significantly higher. By the 1980s and 1990s, data showed a sharp increase in single-parent households, correlating with rising rates of poverty, crime, and juvenile delinquency. Studies have suggested that welfare policies, particularly those that penalized households with an able-bodied father present, may have inadvertently incentivized single-parent households.  

When President Bill Clinton signed the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) in 1996, it marked a major shift in welfare policy. The reform introduced work requirements and time limits on benefits. Following this, teen pregnancy rates dropped by approximately 50% over the next two decades, and overall welfare dependency declined. This demonstrates that reforms encouraging work and self-sufficiency can lead to positive outcomes.  

Black conservatives strongly advocate for further welfare reform, arguing that the current system continues to perpetuate economic stagnation and family breakdowns. However, many Black liberal leaders have been reluctant to push for these changes, leaving the responsibility to black conservatives committed to real reform. Addressing welfare dependency and promoting policies that strengthen families, encourage economic independence, and reduce crime should be a priority for all leaders who genuinely want to see progress in the Black community.

Ban the N-Word from Radio & Black Nudity from TV 

Federal law prohibits obscene, indecent and profane content from being broadcast on the radio or TV. It is forbidden to broadcast these words on the radio: Sh*t, p*ss, f#ck, c#nt, c@cks#cker, m@therfucker, and t*ts. However, other language can be deemed in violation by the FCC, if they are seen as Indecent, profane, or obscene. 

Black conservatives advocate for the banning of the N-Word from radio & black nudity from TV. It is a violation of federal law to air obscene programming at any time. It is also a violation of federal law to broadcast indecent or profane programming. 

In 1978, J.B. Stoner, a white supremacist & politician with the democratic party, used the N-word continuously in his paid political television advertisements. The Federal Communications Commission said at the time, that it could not act unless his words caused violence. Well the N-word on the radio promotes low self esteem to black youth & we know now, causes violence throughout the black community. Usually before a violent incident in urban circles, the N-word is yelled before a shooting or a physical altercation in the black community or anywhere for that matter. 

After Cardi and Meg the Stallion pornographic “WAP” performance at the 2021 Grammy Awards, the Federal Communications Commission (FCC) reportedly received more than 1000 complaints from viewers who thought the performance was obscene, pornographic, or as one viewer from Colorado reportedly opined, “as if they were dancing in a strip club.”

This pervasive corruption contributes to increased violence and diminished self-esteem among Black boys and girls within the Black community while simultaneously attempting to normalize deviant behavior. Furthermore, other ethnic groups in the United States and around the world, exposed to the profanities and harmful portrayals in radio and television programming, often come to view the Black American community through a distorted lens—associating it with criminality, violence, and dehumanizing stereotypes. This harmful media narrative must be addressed. We urge the Federal Communications Commission (FCC) to take immediate action to put an end to these damaging broadcasts.

Abortion Transparency 

Margaret Sanger, Founder of Planned Parenthood was a racist and eugenicist who said ” we do not want the word to go out that we want to exterminate the negro population.” Still today almost 80% of Planned Parenthood abortion facilities are located in Black and Brown neighborhoods.

The Centers for Disease Control and Prevention (CDC) has requested abortion data from each state to assess the need for funding abortion services. California, Maryland, New Hampshire, and New Jersey do not report abortion data to the CDC, according to the CDC’s Abortion Surveillance report. However, without comprehensive reporting, we do not know the true number, and I strongly suspect the rate is significantly higher within the Black community.

Planned Parenthood receives $500 million a year in government funding. The government has also allocated $3.5 million in taxpayer funds to train abortion providers to meet what has been framed as a growing “need” among this demographic. As a result, many low-income Black women are receiving abortions without ever consulting a licensed obstetrician or physician beforehand. 

This is nothing less than a modern form of eugenics, veiled under the guise of healthcare. Funding and facilitating the disproportionate elimination of Black lives while forcing taxpayers to foot the bill. This Nation must commit to full and transparent abortion data reporting to the CDC. The black conservative community strongly advocates for this transparency, although we fear what the true data will reveal about the rate of abortions among poor black women in America.

Update Black History Month 

Morgan Freeman has expressed his opposition to Black History Month, arguing that Black history should be integrated into standard historical education rather than singled out as a separate observance. This suggests that having a designated month for Black history implies that Black Americans are unaware of their own history, rather than recognizing their contributions as an integral part of American history.  

In the United States, various demographic groups have heritage months, such as Hispanic Heritage Month, Asian American and Pacific Islander Heritage Month, and Native American Heritage Month. The term “heritage” conveys pride in cultural and historical contributions, rather than implying a need for education on one’s own history.  

Black conservatives advocate for renaming Black History Month to Black American Heritage Month to emphasize the rich legacy and achievements of Black Americans. This shift would celebrate the profound impact Black Americans have had on the nation and foster a sense of pride in those accomplishments, rather than framing history as something that still needs to be learned.

Give Fathers Custody Rights for their Children Before Placing them on Child Support. 

Black fathers are disproportionately affected by the child support system, facing higher rates of nonpayment and incarceration for arrears, often due to poverty and limited employment opportunities. Overall, roughly 15 percent of all Black fathers in larger U.S. cities have been incarcerated at some point for nonpayment of child support.

Studies show that Black fathers are more likely to struggle with child support payments and accumulate arrears compared to fathers of other races. A significant percentage of Black fathers in larger cities have been incarcerated for nonpayment of child support, a rate far higher than that of fathers overall. 

Child support enforcement actions, such as license suspension and contempt of court, can negatively impact Black fathers’ ability to support their families. Black men are disproportionately affected by poverty and face challenges in securing stable employment, which makes it difficult to meet child support obligations. 

Black conservatives argue that the child support system prioritizes payments over the well-being of children and the involvement of fathers. We’re calling for reforms to the child support system to address the disparities and ensure that it is fair and effective for all families, particularly Black families.  

The idea that most fathers who aren’t involved in their children’s lives are simply “deadbeat dads” unwilling to pay child support is a myth.

Studies show that Black fathers, both those living with their children and those who are nonresident, are often more involved in their children’s lives than fathers of other racial groups. One solution is for fathers to get custody of their children in the case of a separation rather than immediately placing them on child support & then have them fight for custody of their child. 

Eliminate DEI Policies

Some may see the removal of DEI (Diversity, Equity, and Inclusion) initiatives as a setback, but Black Conservatives do not. Black Americans have been at the forefront of making this country great for generations. The Civil Rights Act of 1964, which remains intact, set the true blueprint for change in America. However, DEI has not helped us as a people. Instead, other groups have latched onto our struggle to advance their own agendas. I’m tired of us being used in this way. We must not fear losing DEI, nor let the media manipulate us into fighting for causes that do not truly benefit us. DEI is often sold as a benefit to Black Americans, but the facts tell a different story. Here’s who benefits the most from DEI initiatives:  

1. White women– the top recipients of DEI programs.  

2. Latinos and immigrants – benefiting from policies meant to uplift Black Americans.  

3. White men– included under DEI initiatives in various ways.  

4. Veterans – prioritized over Black Americans.  

5. People with disabilities – granted opportunities through DEI programs.  

6. LGBTQ+ individuals– receiving strong support under DEI efforts.  

7. Black Americans – ranked last in actual DEI benefits. If DEI does so little for us, why should we fight to keep it?  

Consider the California wildfires that devastated an entire city. There was no water in the fire hydrants, and no properly trained staff to respond. Many blamed Los Angeles Mayor Karen Bass, calling her a DEI hire. But the truth is, it was the Fire Chief and her second-in-command—both white lesbian women—who were the DEI hires.While Mayor Bass was out of town, these two officials, who benefited from DEI policies, were in charge. It seems they were more focused on DEI within the LGBTQ+ community than on firefighting and public safety.

Dr. Claude Anderson of the Harvest Institute has said, “We are a unique people” & we are. We don’t need DEI to be great—we need to invest in ourselves the way our scholars, our churches, and our history have always taught us. The number one thing we must do is stop being used for others’ causes and start lifting ourselves up with our own initiatives, our own vision, and our own strength. Let’s stop waiting for DEI and take charge of our own future.

Make Opportunity Zones Work in Black Communities

President Trump’s 2017 tax plan created Opportunity Zones, a program of tax incentives to encourage investment in low-income communities.The Opportunity Zone law provides significant long-term tax benefits for investors who put capital gains into Qualified Opportunity Funds, investment vehicles set up to deploy funds into eligible property and businesses in designated Opportunity Zones. Most Opportunity Zones are in majority black and brown neighborhoods

Much of the black experience in America has been about the organizations that connect our community, such as churches, black fraternities and sororities, and service clubs. These groups have played crucial roles in various social movements throughout our history. The Opportunity Zone legislation offers a unique opportunity for these organizations to make strategic investments aimed at both financial return and social impact. 

While Opportunity Zones aim to stimulate economic growth in low-income areas, concerns exist about their effectiveness in benefiting Black communities and whether they truly address the root causes of economic inequality. 

Black conservative leaders advocate for sustainable economic models in areas designated as opportunity zones that directly benefit low-income and working class citizen living within opportunity zones & we urge Opportunity Zone Executive Director, and HUD Secretary to meet with community members and community based organizations and receive a transparent assessment of the challenges faced by racial and ethnic minority communities and work to craft solutions that fit the unique economic needs of each community.

Stop Illegal Immigration 

Executing immigration policies without mitigating the negative impact that those polices might have on Native Black Americans is illegal, unconstitutional and immoral. The 13th Amendment to the U.S. Constitution, enacted at the end of the 1860s Civil War, mandated that Black people be treated as & be “Americans”. Since then, six succeeding generations of immigrants have been fast tracked into full American Dream membership and have received socio-economic benefits over Black Americans. 

Historically, black Americans have competed with illegal aliens for resources ranging from housing to medical care, but nowhere has the competition been more intense than in the jobs market.

The U. S. Commission on Civil Rights has conducted several hearings over the last two decades directly or indirectly related to the effect of illegal immigration on black wage and employment levels. Each of these hearings was conducted prior to the recent massive wave of illegal immigrants. The testifying experts,

regardless of where they stood on the ideological spectrum, concurred that the effect of illegal immigration on black employment was appreciable and dramatic. 

The democratic party’s addiction to illegal immigration makes Black Americans less safe. This is most clearly seen in the way big-city mayors embrace sanctuary policies. When a community proclaims it will harbor those here illegally, a large number of illegal aliens will inevitably arrive.

The reason for this is clear: The democratic party and anti-borders activist groups are benefiting from illegal immigration. Rather than fix the problem, they promote more of it. But the same politicians will pander to Black communities in election season — even as they champion policies that are deadly to those communities.

The Republican party is stopping illegal immigration completely and reducing legal immigration to levels that work for American citizens, not just American corporations.

Expanding School Choice: Tax Breaks for Parents with Children in Private Schools

Educational freedom is essential for fostering opportunity and upward mobility. A tax credit for parents who enroll their children in private schools would provide families with greater educational choices while ensuring that hard-working parents are not financially penalized for seeking better educational opportunities for their children.  

Black families, on average, have a median household income of $52,860, compared to the national median of $74,580. Despite income disparities, many Black parents prioritize education, often making financial sacrifices to enroll their children in higher-performing private schools. Yet, they continue to pay taxes that fund failing public schools, placing an unfair financial burden on them.  

Parents should have the right to direct their tax dollars toward the best education for their children, rather than being forced into underperforming schools based on ZIP codes. Successful Black families and other working-class parents should not be penalized for striving to give their children a better education. A tax credit offsets the cost of tuition, making private schools more accessible. 

Private schools consistently outperform public schools in academic achievement. For example, Black students in private schools score nearly two grade levels higher than their public school counterparts in national assessments. Expanding school choice encourages competition, pushing public schools to improve their performance to retain students. States like Florida have seen higher test scores in public schools after implementing school choice programs.  

Empowering parents to choose their child’s education reduces reliance on government-run schools that have failed many minority communities for decades.  

Providing tax credits for private school tuition ensures that parents who work hard and make sacrifices for their children’s education are not financially penalized. A free-market approach to education fosters competition, raises standards, and ensures that every child—regardless of background—has the opportunity to succeed.

Improve Housing

Crime in public housing remains a significant concern, often exacerbated by the challenges associated with single-parent households. Studies have shown that children from single-parent homes, particularly those without a father present, are at a higher risk of engaging in delinquent behavior. According to the U.S. Census Bureau, approximately 80% of single-parent households are led by mothers, and research indicates that children in these households are more likely to face economic hardship and lack parental supervision, factors that contribute to higher crime rates.  

To improve safety in public housing, stronger accountability measures could be implemented. One possible policy reform could involve a three-strike rule, where households with repeated incidents of criminal activity—without corrective action from the parent—would risk losing public housing eligibility. This approach would incentivize parental responsibility while helping law enforcement and housing authorities maintain a safer living environment for all residents.  

By enforcing stricter policies on repeat offenders and encouraging responsible parenting, public housing communities could see a reduction in crime rates, leading to a more secure and stable environment for law-abiding residents.

Urban Junior Military Corps: A Conservative Solution for At-Risk Youth and Military Preparedness

In America’s urban centers, many young people face limited opportunities, high crime rates, and failing schools. Without positive guidance, too many fall into a cycle of poverty, violence, and incarceration. The cost to taxpayers is staggering, housing an inmate in the U.S. costs an average of $34,000 per year, with some states exceeding $50,000 per inmate annually. Meanwhile, military recruitment is at its lowest point in decades, threatening national security.  

A Junior Military Corps (JMC) would provide a structured, disciplined environment for 14- to 17-year-olds in urban communities, offering them a path to success while boosting military enrollment. This initiative would mirror successful programs like the National Guard Youth ChalleNGe Program, which has already helped over 185,000 at-risk youth earn diplomas, job skills, and military careers.  

With the Army missing its recruitment goal by 25% in 2022, this program would introduce young Americans to military careers early, helping close the gap. Instead of paying for incarceration, taxpayers would invest in job training, leadership skills, and national service, producing capable young adults who contribute to society. Participants would receive trade skills, physical fitness training, and educational opportunities, preparing them for military service or civilian careers.  

A Junior Military Corps is a common-sense, conservative solution that instills discipline, patriotism, and self-reliance in the next generation while addressing both urban crime and military recruitment challenges. It’s time to invest in structured solutions, not just punishment, and create a future where at-risk youth serve their country instead of serving time.

Holding the Democratic Party Accountable for Reparations

The Democratic Party frequently raises the issue of reparations to gain support from Black voters, yet they consistently fail to take meaningful action. Politicians such as Rep. Maxine Waters (D-CA) and former Vice President Kamala Harris have publicly stated their support for reparations, yet no substantive legislation has ever been passed under Democratic leadership. In fact, in 2024, a Republican-sponsored reparations bill was brought to a vote, only to be blocked by the Democrats —exposing their long history of political pandering without results.  

For Black conservatives, the Democratic Party’s failure to act on reparations is no surprise. Their historical record speaks for itself. The Democratic Party supported and funded the Ku Klux Klan (KKK) after the Civil War to terrorize Black communities and suppress Republican votes. During the Civil War (1861–1865), Democrats fought to preserve slavery, while the Republican Party, founded in 1854, was formed with the goal of abolishing slavery.  Republican President Abraham Lincoln signed the Emancipation Proclamation in 1863, leading to the eventual abolition of slavery. The first Black U.S. Senator, Hiram Revels, was elected in 1870 as a Republican, not a Democrat.  

The Republican Party has consistently been on the side of freedom, civil rights, and economic opportunity for Black Americans. Meanwhile, the Democratic Party—despite its history of opposing desegregation, civil rights legislation, and Black political advancement—continues to exploit the issue of reparations for votes.  

Only Democrats should pay for reparations

Given their historical role in protecting and benefiting from slavery, the Democratic Party—not the American taxpayer as a whole—should be responsible for any reparations payments if they are serious about addressing the past. President Donald Trump, in contrast, rejected the idea of Republican involvement in reparations, stating that the GOP has always fought against racial oppression. Instead, Trump introduced the Platinum Plan in 2020, which resulted in Record-low Black unemployment before COVID-19, Permanent federal funding for Historically Black Colleges and Universities (HBCUs) & the First Step Act aimed at correcting over incarnation.  

If Democrats truly believe in reparations, they should tax their own party members and donors rather than forcing all Americans—many of whom had no connection to slavery—to foot the bill. Instead of continuing their cycle of empty promises, the Democratic Party must either take responsibility for its past or stop using reparations as a tool for political manipulation.

A New Era of Leadership: Black Conservatives Taking the Lead 

For over 50 years, liberal Black leadership has controlled the political and social direction of the Black community—yet the results speak for themselves. Under their policies, Black Americans have seen little meaningful progress and, in some cases, have even regressed in key areas such as economic growth, education, and family stability. Despite these failures, Black conservatives who propose innovative, practical solutions are often met with hostility, labeled as “coons” or “sellouts” for daring to challenge the status quo.  

One of the clearest examples of this stagnation is the NAACP—an organization that, despite its historical significance, has failed to evolve or produce tangible advancements for Black Americans. While it collects millions in membership dues and corporate donations, its leadership remains tied to political interests that prioritize rhetoric over real action. Additionally, the NAACP was originally founded by white liberals in 1909 and continues to operate in ways that often align more with political fundraising than community empowerment.  

Black liberal leadership has had its opportunity to foster progress, and the results are clear: their policies have failed to uplift the Black community. It is time for Black conservatives to take the lead and implement real, results-driven solutions that prioritize economic empowerment, strong families, quality education, and safer communities.  

While many Black Americans have been conditioned to distrust conservative values, history and experience have shown that liberal policies have done little to elevate the community. Even Malcolm X warned that white liberals were the greatest threat to Black progress, yet his warning has gone largely ignored.  

The Black conservative movement presents this manifesto as a blueprint for real solutions—ones that will yield tangible results without waiting another 50 years. Despite the resistance and name-calling, we are committed to leading the Black community toward a future of self-reliance, success, and real opportunity. It’s time to wake up, reject political games, and embrace real progress.
