Currently, the International Health Regulations (IHR) requires the World Health Organization (WHO) to obtain the agreement of the sovereign nation that is involved before the WHO would be able to declare an emergency. These IHR amendments would give WHO the power to declare public health emergencies of international and regional concern without first obtaining the agreement of the sovereign country involved.

On January 18, 2022, Loyce Pace, Assistant Secretary for Global Affairs, U.S. Department of Health and Human Services, submitted a document to the World Health Organization (WHO) that proposed amendments to the International Health Regulations (IHR). These amendments appear to further erode American sovereignty and individual medical freedom in America as well as for countries around the world.

These amendments to the International Health Regulations (IHR) do not need to be approved by two-thirds of the U.S. Senate because the United States agreed to the International Health Regulations (IHR) in 2005 and continue to do so by virtue of our membership in the United Nations and the World Health Organization. IHR regulations override and supersede the U.S. Constitution.

On May 22-28, 2022, the 75th meeting of the World Health Assembly (WHA) will be held in Geneva, Switzerland. This Assembly will be voting on these amendments to the IHR. The regulations are very likely to pass and be enacted into international law.

In addition to the proposed amendments to the IHR, the WHO has also set up an Intergovernmental Negotiating Body (INB) that is actively negotiating an international “Treaty on Pandemic Prevention, Preparedness and Response.” The proposed “Pandemic Treaty” is separate from, and in addition to, the proposed amendments to the International Health Regulations mentioned above.

Discussions regarding the “Pandemic Treaty” are important, but they are also part of a diversion. The immediate concern is stopping the amendments to the IHR from being passed at the 75th meeting on the World Health Assembly on May 22-28, 2022.

When reviewing the above document, pay specific attention to the proposed amendments to Article 12, Sections 2, 3 and 5. The areas that are “struck through” are some of the details within the amendments that would strip away sovereignty from nations of the world giving it over to the World Health Organization.

I heard that new International Health Regulations amendments will give the World Health Organization power to declare public health emergencies of international and regional concern without obtaining agreement of the sovereign country. Currently, IHR requires WHO to obtain agreement of sovereign nation involved before declaring an emergency. On Jan. 18, 2022, Loyce Pace submitted document to WHO that proposed the amendments.

IHR amendments do not need to be approved by two-thirds of the U.S. Senate because U.S. agreed to IHR in 2005 and continues to do so by membership in the UN and WHO.
